Background

  • The assistant Mooring Master will exhibit high standard marine skills and safety behaviors and will specifically deputize the Mooring Master in all relevant mooring operations, associated marine and custody transfers activities in order to be sure that they are performed safety and in accordance with local and maritime regulations and Company operational procedures. They will ensure that associated administrative duties are performed in a timely manner.

Authority

  • The Assistant Mooring Master will assist in berthing and offloading operations on aboard export tanker as per the unit specific related manuals and procedures.
  • They will help with the readiness and overall maintenance of the offload floating hose system and tandem hawser system.
  • They will give support for training relevant personnel in tandem offloading operations when required to do so.

Immediate Subordinates

  • No direct subordinates. Expected to work closely in cooperation and coordination with the cargo department for all marine operations.

Accountable For: Responsibilities & Standards

  • 1) Implementation of Management System
  • 1
  • Promote safety awareness and application of the Safety Management System, codes of practice and prime policies.
  • 2 Support all relevant berthing or mooring activities according Company Management System or equivalent where Company Management System is to be considered the minimum standards.
  • 3 Support timely, effective reporting and investigation of all incidents.
  • 4 Support timely and effective close-out of survey and audit action items.
  • 5 If/when instructed assist the Mooring Master with the administration and planning of all class and statutory surveys to ensure the unit is in compliance with all relevant regulations at all times.
  • 2) Manage Effectively
  • 1 Demonstrate ownership and efficiency during berthing, mooring, offloading operations including but not limited to offload hose.
  • Connection, maintaining OTT position, disconnection of hose, unmooring and all relevant associated marine activities.
  • 2 Support the operation of berthing, mooring and relevant marine activities. Assist client as required with offload documentation.
  • 3 Co-ordinate with vessel masters and cargo surveyors for expeditious arrival and departure of offload vessel operations.
  • 4 Liaise effectively with all relevant onshore and offshore departments of Company.
  • 5 Verify and report the effective planning for all offloading critical activities and critical equipment maintenance.
  • 3) Marine Operations
  • 1 Deputize the Mooring Master if/when needed.
  • 2 Supervise the Marine & Cargo Operations with respect to offload tankers.
  • 3 Advise export tanker crew as so instructed by the Mooring Master.
  • 4 Provide constant Monitor and alertness during the duration of the operation.
  • 5 Timely Report to the Mooring Master of any anomalies issue may arise.
  • 4) Contribute to the Control of Critical Situations and Respond To Emergencies
  • 1 Liaise with the Mooring Master manage emergency response with due regard for safety of personnel, FPSO and environment to the limit of responsibility with respect to offload operations.
  • 2 Demonstrate knowledge and awareness of potential emergency scenarios with respect to offload operations.
  • 3 Assist in the management of emergency response training and exercises ensuring they are conducted effectively and in
  • Accordance with requirements with respect to Offload operations.
  • 4 Contribute to effective de-brief and analysis of exercises. 5) Monitor And Maintain Pollution Control Measures
  • 1 Report any anomalies during offload operations related to ballast discharge, offloading hose, manifolds integrity, tandem hawser and chain stopper, pull back tug and towing line etc.
  • 2 Unplanned discharges are identified, halted where possible, and reported according to policy, procedure and regulation, etc.

Pre-hire Qualifications and Experience

  • STCW Reg. AII/2 plus DCE for Oil and/or Gas as applicable.
  • Tandem offload simulator training attendance certificate.
  • Minimum 3 years seas service on tankers Aframax – VLCC size with at least 1 year in rank of Chief Officer. Alternately 3 years on board FPSO and at least 1 year in position of Cargo Supervisor or Cargo Superintendent.
  • Extensive knowledge of offshore FPSO or FSO operations, including Production, Process, Utilities, Marine Maintenance, and Safety Management.
  • Previous tandem berthing experience
  • Proficiency in English at a minimum of B1 level according to the CEFR international standard.
  • Medically fit according to The Company GEMS Instruction Health Requirements to Work Offshore.
