Mooring Master

Background

The Mooring Master will exhibit exemplary marine skills and safety behaviours and will specifically ensure that all relevant mooring operations and associated marine activities are performed safety and in accordance with local and maritime regulations and Company operational procedures. He will ensure that associated administrative duties are performed in a timely manner.

 

Authority

The Mooring Master assumes complete authority for berthing, mooring and unmooring operations. He is responsible for the readiness and overall maintenance of the offload floating hose s ys tem and tandem hawser system. He is responsible for training staff in tandem offloading operations when required to do so. When not engaged in mooring operations he will carry out senior administrative duties on the FPSO as required by the OIM.

 

Responsibilities:

  • Implementation Of Management System
    • Promote safety awareness and application of the Safety Management System, codes of practice and prime policies.
    • Carried out all relevant berthing or mooring activities according Company Management System or equivalent where Company Management System is to be considered the minimum standards.
    • Ensure timely, effective reporting and investigation of all incidents.
    • Ensure timely and effective close-out of survey and audit action items
    • Assist the OIM with the administration of the competency assurance system (CAS) on board.
    • Assist the OIM with the administration and planning of all class and statutory surveys to ensure the unit is in compliance with all relevant regulations at all times.

 

  • Management and Supervision
    • Demonstrate effective leadership during berthing, mooring, offload hose connection and disconnection of hose, unmooring and relevant marine activities.
    • Manage the operation of berthing, mooring and relevant marine activities with effective delegation and communication. Assist client as required with offload documentation
    • Co-ordinate with vessel masters and agents for expeditious arrival and departure of offload vessel operations.
    • Liaise effectively with all relevant onshore and offshore departments of Company and Client.
    • Promote career development and training of marine staff with respect to offloading systems.
    • Manage relevant welfare and disciplinary issues in a timely and effective manner.
    • Act as administrator for the CAS for all departments onboard FPSO.
    • Ensure effective planning for all offloading critical activities and critical equipment maintenance.

 

  • Marine Operations
    • Prepare to Start Marine & Cargo Operations with respect to offload tankers
    • Start up Marine & Cargo Operations with respect to offload tankers
    • Monitor and Maintain Marine & Cargo Operations with respect to offload tankers
    • Prepare and Shutdown Marine & Cargo Operations with respect to offload tankers

 

  • Contribute to the Control of Critical Situations and Respond To Emergencies
    • Manage emergency response with due regard for safety of personnel, FPSO and environment to the limit of your responsibility with respect to offload operations.
    • Demonstrate knowledge and awareness of potential emergency scenarios with respect to offload operations.
    • Assist in the management of emergency response training and exercises ensuring they are conducted effectively and in accordance with requirements with respect to Offload operations
    • Contribute to effective de-brief and analysis of exercises.

 

  • Monitor And Maintain Pollution Control Measures
    • Monitor discharges from offload tankers.
    • Unplanned discharges are identified, halted where possible, and reported according to policy, procedure and regulation.

Required Qualifications and Experience

  • STCW II/2 Master of ships of 3000gt or more plus DCE for Liquid Petroleum.
  • Proven 3 years Tandem Berthing experience at open sea berths or internally Qualified Berthing Master, (QBM) Berthing vessels up to 350,000 DWT tonnes.
  • 5 years sea service on VLCC with at least 3 years minimum at rank of Master.
  • GMDSS unlimited G.O.C.
  • Medically fit to offshore International standards such as ENG1 or equivalent. Additional Preferred:
  • Extensive knowledge of offshore FPSO or FSO operations, including Production, Process, Utilities, Marine Maintenance, and Safety Management. City & Guilds in Petroleum Processing Technology
  • Attended Tandem offload simulator training.
  • Attended Management of Major Emergency Training.
