Background

  • The Offshore Boots-on-Deck Supervisor is responsible for ensuring the health, safety and environmental compliance of offshore operations with a focus on Front-Line (job site) activities. The function is responsible for monitoring HSE policies, procedures, and programs to ensure compliance with applicable regulations and standards in the day-to-day HSE activities on offshore facilities. As an Offshore Boots-on-Deck Supervisor, the incumbent will look to raising standard of worksite implementation of HSE practices and eliminate undesired events.

Authority

  • The Offshore Boots on Deck Supervisor has the authority to monitor, implement and regulate safe work practices onboard. The position is NOT expected to fulfil Safety Officer responsibilities, as this will dilute the expected focus at the front-line.

Accountable For: Responsibilities & Standards

  • 1) Developing and Maintaining Safety Culture
  • 1 Drive an effective risk-based safety culture, with a focus on Health, Safety, Well-being, and Sustainability.
  • Be an example of Doing the right thing right with Target Excellence goals of No Harm, No Defects and No Leaks.
  • 2) Implementation of Management System
  • 1 Monitor and support the practical application of HSE policies, procedures, and programs for offshore operations to monitor, maintain and achieve a safe and healthy work environment.
  • 2 Measure compliance with applicable regulations and standards, including but not limited to, environmental regulations, occupational health and safety and process safety requirements.
  • 3 Support development of Unit HSE plans
  • 4 Attend regular safety meetings, HSE audits and inspections and provide feedback on worksite compliance with the plans
  • 5 Provide applicable reports and trends related to HSE performance
  • 6 Provide data for the update HSE databases and records
  • 3) Management Of Personnel
  • 1 Ensure staff & contractors understand their roles and responsibilities. Assisting in development of HSE knowledge and skills assessment for contractors & vendors.
  • 2 Support awareness of the latest HSE trends and best practices, including conducting HSE training and awareness programs for offshore personnel, contractors, and visitors
  • 3 Monitoring, measuring and assessing the HSE performance of staff, contractors and suppliers
  • 5 Participate in HSSE related training programs
  • 4) Control of Works
  • 1 Provide front-line verification of quality and adherence to the Company PTW system for employees and Contractors. Ensure that appropriate risk assessment and verifications are applied to minimize risk to personnel, assets and the environment.
  • 2 Conduct regular worksite inspections and identify any potential hazards or unsafe practices.
  • 3 Ensure that all safety equipment, tools and resources are maintained and available for use by personnel.
  • 5) Management of Conditions, Behaviors and Events
  • 1 Provide feedbacks including via the Observation Program and Incident Reporting, to include timely, effective reporting and investigation of all incidents.
  • 2 Conducting safety and environmental assessments, investigations and inspections.
  • 3 Support the coordination of investigation follow-up actions & tracking.

Pre-hire Qualifications and Experience

  • Diploma in engineering, environmental science, occupational health and safety, or a related field
  • Minimum of 5 years of experience in HSE management in the offshore oil and gas industry
  • Experience with international HSE regulations and standards, including ISO 14001 and OHSAS 18001/45001
  • Offshore Emergency Response training not expected for role (Helideck Landing Officer, Fire-Team/Advanced Firefighting, Coxswain) but considered a plus for hiring.
  • Offshore Personal Survival.
  • Proficiency in English at a minimum of B1 level according to the CEFR international standard
  • Medically fit according to SBM Offshore GEMS work instruction Health Requirements to Work Offshore.
