JOB DESCRIPTION
The Office HSSE Advisor is responsible for monitoring and control of all HSSE matters related to office personnel and contractors in ensuring that the Office is compliance with all local, state and federal legislations regarding workplace safety, as well as company requirements as set out in GEMS.
Reporting to Global Office HSSE Manager, you provide overall HSSE expertise to Office HSSE, Project HSSE support, and Human Rights (HuR) support. You will have an indirect reporting line to the Country General Manager for the scope of Office HSSE.
Responsibilities / Key Tasks Your responsibilities / key tasks are detailed in the three scopes below.
OFFICE HSSE
• Ensures, in accordance with the corporate guidelines, the implementation, updating, review and auditing of the Company HSSE Systems.
• Monitors the effective implementation of appropriate HSSE and HuR procedures and provide for their updating in line with changes in Legislation and Company Directives.
• Formulates Office HSSE policies and procedures to ensure compliance with Local Legislation while aligning with Company Directives and implements the procedures in the Office.
• Develops and coordinates emergency response plans, including evacuation procedures, emergency communication protocols, and conducting drill exercises to ensure Office personnel are prepared and informed in case of an emergency.
• Provides regular HSSE training sessions to Office personnel and tracks completion of mandatory training.
• Organizes impactful HSSE campaigns to promote awareness of HSSE and HuR in the workplace.
• Conducts risk assessments in the Office and ensures that the control measures are being implemented.
• Conducts regular office inspections to identify potential HSSE issues and ensures compliance with established HSSE policies and procedures.
• Investigates incidents and accidents, determines root causes and implements corrective actions to prevent recurrence.
• Responds to any HSSE observations and feedback raised by employees, investigates and puts plans in place to remove/mitigate the reported hazards.
• Performs observation trend analysis, identifies top 5 observation categories, and communicates lessons learned.
• Performs interventions trend analysis and communicates lessons learned. • Ensures the correct management and control of the Office Emergency Response Team, required training as per local government legislation.
• Maintains accurate records and documentation for HSSE inspections, incidents and training.
• Provides guidance and support to management and employees on Office HSSE related matters.
• Ensures that the Facility/Office is controlled as per local government legislation.
• Lead by example. You must show employees that you take your Office HSSE responsibilities seriously. You should also try to instill a positive health and safety culture.
• Stays up to date with new legislation and maintains a working knowledge of all appropriate HSSE legislation
PROJECT HSSE SUPPORT
• Performs HSSE review for Supplier Qualification Requests (SQRs) and conduct vendor audits if required.
• Provides advice and supervision on preparation of plans and procedures for initial contract start up activities.
• Provides IFS support including creating new Projects in the IFS system, setting up Project incident reporting and investigation workflow in IFS, and coordinates the incident and near miss management process and reporting requirements.
• Supports Project HSSE Manager on HSSE Statistics, HSSE KPI setting and follow-up issues, Observation Trend Analysis, and any other related reporting.
• Assists with Project HSSE Training Passport preparation and issuance, and support Project HSSE manager on training records tracing and statistics, enforce and follow up the training program. • Liaises between Clients on HSSE related issues if required
HUMAN RIGHTS (HuR) SUPPORT
• Conducts and manages workforce “Field Listening Tours”, accommodations visits and canteen inspections.
• Performs daily visits / onsite presence on the yard to inspect working conditions and general health/wellbeing of workers and be the first point of contact for any worker welfare concerns.
• Coordinates with Project HSSE Manager and project team to manage worker welfare on projects and close out Worker Welfare Action Plan items.
• Supports SBM HSSE team, Yard Management and Project Management to align on worker welfare objectives and progress
• Organizes and attends regular workforce discussions and dialogues for project, ensures proper record keeping and follow up.
• Promotes and suggests worker welfare initiatives to Project Management Team.
• Delivers training on worker welfare on site to workers and management. • Supports Project Managers and Country Manager with Social Performance Country Plan / Worker Welfare Action Plans.
• Supports Yard Framing Team for worker welfare/labor rights aspects related to Yard Qualification Process.
• Assists with Worker Welfare Assessments and coordinates development of worker welfare action plans on yards (internal).
• Supports external stake holders with logistic support during their field assessment for social aspects (rating agencies, banks, consultants).
• Supports SBM Offshore Group Human Rights Team to keep up to date with initiatives, implementations and roadmap.
• Records and investigates Human Rights incidents in appropriate tool (speak up, incident management tool, voice box, etc.).
• Prepares periodic reports/data highlighting status of Human Rights KPIs for Resource Centers.
Measures of Effectiveness
• Recorded seamless implementation of HSSE policies and procedures in the Office (Facilities Quarterly Checklist, etc.)
• Timeliness of reports and adherence to reporting schedules and deadlines.
• Records of Office personnel trained as per training matrix and associated training plan.
• Continuous improvement based on the results of Management Visits and Facilities Quarterly Checklist recorded in an action tracking register.
QUALIFICATION REQUIREMENTS
Education Background
• As a minimum, hold a Diploma in safety management, occupational health and safety, or a related field
• Certified Auditor in ISO 45001:2018 or ISO 14001:2015
• Certified Auditor in SA8000 (HuR and Social Accountability)
• Local certification as required by the local government institutions (if any) Experience
• Five or more years of experience in HSSE. This should include management of HSSE in an office environment.
• Proven thorough HSSE knowledge in the different fields i.e. Health, Safety, Security and Environment. Skills
• HSSE Proficiency: In-depth knowledge of country HSSE legislation and industry best practices
• Communication: Excellent verbal and written communication skills in English – listening, speaking, reading and writing
• Computer literacy: MS Word, MS PowerPoint, MS Excel, MS Power BI • Auditing: Experience with management systems (ISO 45001:2018, ISO 14001:2015 and SA8000:2014)
• Analytical and Problem-Solving: Strong problem-solving abilities to address data-related challenges with a keen attention to detail.
• Time Management: Ability to multi-task, prioritize work, and manage time effectively and meet deadlines
• Adaptability: Flexibility to adapt to a fast-paced changing business
