JOB DESCRIPTION

 

You are responsible for ensuring compliance with all standards, rules, and other requirements imposed by the Company, Regulators, Clients, and other relevant Stakeholders.

Within the project organization, you report to the Project Quality Manager and provide primary support for quality management within the project. You assist the Project Quality Manager in liaising with the Project Team, Clients, contractors, and vendors. Your role is instrumental in promoting and fostering strong quality leadership, positive behaviors, and a culture of quality excellence among the project stakeholders. You assist in leading quality-related activities to provide effective support to the project, ensuring that quality standards are upheld throughout the project lifecycle.

Outside the project organisation, you report to the Global Quality Manager and are accountable for supporting departmental key activities, including participation in company-wide improvement initiatives.

 

Responsibilities / Key Tasks

  • Assist in developing, implementing, and managing the Project Quality Plan and associated processes, including Project Critical Assessment, Project Audit Plan, Non-Conformance Management, Site Quality Surveillance, Quality Incident Investigation, Project Life Gate, and Lessons Learned throughout the project's lifecycle.
  • In absent of Project Quality Manager, serve as a key point of contact for liaising with clients on quality-related matters within the project, ensuring effective communication and alignment with project objectives.
  • Proactively engage with the Project Management Team (PMT), as well as interface with other disciplines, Fabrication Yard/Subcontractors, and Vendors to ensure that quality matters are effectively managed in accordance with project standards and requirements.
  • Assist in defining and implementing Project Quality Key Performance Indicators (KPIs), conducting thorough analysis, generating performance reports, and initiating improvement actions in collaboration with the PMT.
  • Support in providing quality induction and awareness sessions on applicable Project quality requirements, including Quality Rules, to all relevant stakeholders, including Vendors and Subcontractors during Kick-Off meetings or other dedicated sessions.
  • Help promote a Quality culture on the project, ensuring the implementation of best practices and contributing to continuous improvement efforts in quality standards and systems.
  • Assist in coordinating and closing actions on quality notifications/escalations within the project, following established quality notification/escalation processes.
  • Aid in ensuring that non-conformances within projects are handled according to NCR processes, with root cause analysis (RCA) and corrective actions satisfactorily addressing the root cause of the issue.
  • Support in monitoring and managing lessons within the Quality scope of activities in accordance with Learning from Performance and Learning from Experience processes.
  • Assist in coordinating and facilitating multidisciplinary project criticality assessment reviews following the project criticality assessment process.
  • Support in initiating and coordinating the preparation of the project life cycle review plan, organizing formal gate review meetings, and recording and distributing outcomes.
  • Assist in leading and/or conducting internal and external verifications, surveys, and audits, and ensuring that appropriate corrective actions are identified and effectively implemented.
  • Contribute to the qualification and/or selection of vendors/sub-contractors based on quality considerations.
  • Provide feedback and lessons learned to contribute to the continuous improvement of systems and tools within the discipline community and Process Owners.
  • Assist in reviewing all applicable quality-related documents submitted by Fabrication Yard/Subcontractors and Vendors, including final documentation.
  • Support in driving the performance of quality resources within the project quality organization, ensuring clear responsibilities and effective prioritization.
  • When required, participate in quality incident investigations or be part of the incident team, assisting in resolving incidents promptly and effectively.

Measures of Effectiveness

  • The performance of the project, operation, vendor and/or yard in relation to quality
  • On-time delivery and quality of required input, documentation and reports to the satisfaction of relevant Stakeholders
  • Timely closure of verification/survey/audit/incident reports and related actions.
  • Survey results after campaigns and trainings
  • All project personnel are made aware of the Project Quality Requirements via Project Quality induction process
  •  All Personnel and Fabrication Yard / Subcontractors and Vendors, are made aware of Contractor’s Quality Rules including the importance of it in day to day work via Project Quality Induction and Fabrication Yard / Subcontractors and Vendors Kick Off Meetings;
  • Robust Project Criticality Assessment taking into account previous risks and potential risk to establish appropriate criticality rating and inspection level
  • The extent of inspection and surveillance in QCPs / ITPs will commensurate with the Criticality requirements (HSSE, operability, Schedule and financial consequences) taking into account design complexity and manufacturing / fabrication complexity;
  • Manufacturing / Fabrication activities shall be carried out in accordance with approved procedures and specifications
  • All personnel shall perform their respective task in accordance to specified requirements and only suitably qualified and competent personnel are utilized in the work processes
  •  A risk based Project Quality Audit Plan (Project Quality Audit Schedule) is implemented effectively and audit outcome is mitigated and managed accordingly
  •  All Non-conformances are managed accordingly to ensure effective correction(s) to rectify the problem and appropriate corrective action(s) to prevent recurrence including identifying potential risk through review of Vendor / Subcontractors internal NCRs and taking appropriate actions
  • Quality records shall demonstrate objective evidence of conformance to procedures and specifications
  • Key Quality Assurance processes such as NC Management, Site QA Surveillance, Quality Incident Investigation are implemented effectively and its outcome is monitored via appropriate tools i.e. Register etc., and all essential details including breach in Quality Rules are identified and tracked as an input towards improvement actions
  • Project Quality performance are reported in accordance to the established project Quality Reporting and KPIs
  • Gate Review Process shall be executed in accordance with the planned project schedule
  • Quality Lesson Learned are tracked and managed accordingly throughout Project Life
  • Timely coordination and closure of actions resulting from quality notification / escalation

QUALIFICATION REQUIREMENTS

Education Background

 

  • Bachelor's or Master's degree in engineering, science, or a related quality discipline, with a focus on quality management or relevant field.
  • Possess certifications in welding, Non-Destructive Testing (NDT), and coating processes from recongise certification body i.e. PCN/ASNT, CSWIP.NACE or equivalent
  • Certified ISO 9001 Lead Auditor or equivalent standard, demonstrating proficiency in auditing quality management systems.

 

Experience

 

  • Minimum 10-15 years of cumulative experience in the Oil and Gas industry, demonstrating a deep understanding of quality management principles, methodologies, and best practices, including quality assurance techniques. Proven expertise in Quality Management Systems such as ISO 9000 and ISO/TS 29001, including processes and interfaces.
  • Demonstrated proficiency in quality investigation tools and methodologies, with a minimum of 8 years of experience in conducting quality investigations resulting from non-conformance, major quality incidents. Proficiency in root cause analysis, failure mode and effects analysis (FMEA), and corrective action/preventive action (CAPA) is required.
  • Minimum 10-15 project experiences with a strong understanding of Project Management Fundamentals, Engineering principles, lifecycle and assurance processes, and construction processes involving fabrication activities as well as special processes.
