Background

  • The Mooring Master will exhibit exemplary marine skills and safety behaviors and will specifically ensure that all relevant mooring operations and associated marine activities are performed safety and in accordance with local and maritime regulations and Company operational procedures. They will ensure that associated administrative duties are performed in a timely manner.

Authority

  • The Mooring Master assumes complete authority for berthing, mooring and unmooring operations.
  • They are responsible for the readiness and overall maintenance of the offload floating hose system and tandem hawser system.
  • They is responsible for training staff in tandem offloading operations when required to do so.
  • When not engaged in mooring operations, they support senior administrative duties on the FPSO as required by the OIM.

Immediate Subordinates

  • Assistant Mooring Master. Expected to work closely in cooperation and coordination with the cargo Superintendent for all marine operations.

Accountable For: Responsibilities & Standards

  • 1) Implementation of Management System

  • Promote safety awareness and application of the Safety Management System, codes of practice and prime policies.
  • 2 Carry out all relevant berthing or mooring activities according Company Management System.
  • 3 Ensure timely and effective close-out of survey and audit action items.
  • 4 Assist the OIM with the administration and planning of all class and statutory surveys to ensure the unit always complies with all relevant regulations.
  • 2) Manage And Supervise Effectively
  • 1 Demonstrate effective leadership during berthing, mooring, offload hose connection and disconnection of hose, unmooring and
  • Relevant marine activities.
  • 2 Manage the operation of berthing, mooring and relevant marine activities with effective delegation and communication. Assist client as required with offload documentation.
  • 3 Co-ordinate with vessel masters and agents for expeditious arrival and departure of offload vessel operations.
  • 4 Liaise effectively with all relevant onshore and offshore departments of Company and Client.
  • 5 Promote training and competency assurance throughout the Cargo Department in line with Company goals for the Unit.
  • 6 Ensure effective planning for all offloading critical activities and critical equipment maintenance.
  • 3) Marine Operations
  • 1 Prepare to Start Marine & Cargo Operations with respect to offload tankers.
  • 2 Start-up Marine & Cargo Operations with respect to offload tankers.
  • 3 Monitor and Maintain Marine & Cargo Operations with respect to offload tankers.
  • 4 Prepare and Shutdown Marine & Cargo Operations with respect to offload tankers.
  • 4) Contribute to the Control of Critical Situations and Respond To Emergencies
  • 1 Manage emergency response with due regard for safety of personnel, FPSO and environment to the limit of your responsibility with respect to offload operations.
  • 2 Demonstrate knowledge and awareness of potential emergency scenarios with respect to offload operations.
  • 3 Assist in the management of emergency response training and exercises ensuring they are conducted effectively and in
  • Accordance with requirements with respect to Offload operations.
  • 4 Contribute to effective de-brief and analysis of exercises. 5) Monitor And Maintain Pollution Control Measures
  • 1 Monitor discharges from offload tankers.
  • 2 Unplanned discharges are identified, halted where possible, and reported according to policy, procedure and regulation.

Pre-hire Qualifications and Experience

  • Minimum of five (5) years sea service on VLCCs with at least 3 years minimum at the rank of Master.
  • Proven three (3) years berthing experience as Mooring Master at open sea SPM berths, or
  • Five (5) years as Port Pilot with twelve (12) proven berthing operations at SPM berths. (SPM: Mooring buoy, FPSO or FSO).
  • Minimum 18 months sea service as Assisting Mooring Master with SBM with minimum twelve (12) berthing operations in tandem mooring.
  • STCW Reg. AII/2 (Master Mariner Unlimited) with Oil Tanker Endorsement Petroleum.
  • Attended tandem offload simulator training (area specific).
  • Experience in berthing vessels with a minimum of 150,000 DWT.
  • GMDSS unlimited General Operator Certificate.
  • Valid certificate of medical fitness of less than 1 year for offshore workers or an equivalent standard (e.g., OGUK).
  • Internal Qualified Berthing Master: witnessed and assessed berthing operations contingent to the possession of one or more of the above pre-requisites.
  • Extensive knowledge of offshore FPSO or FSO operations, including Marine Utilities, Marine Maintenance and Safety Management.
  • Proficiency in English at a minimum of B2 level according to the CEFR international standard.
  • Medically fit according to The Company GEMS Instruction Health Requirements to Work Offshore.
