Purpose
- The Project HSSE Manager monitors and controls all HSSE matters related to project team members and contractors in ensuring that the Project complies with the project requirement i.e. specification, safety code and other policies/guidelines related to the project.
- You are also responsible for the health, safety, environment, security & emergency throughout the project duration to achieve safe project completion.
Responsibilities
- You support Top Management in the development of HSSE Policy and Guidelines.
- You assist Top Management in defining organizational roles and responsibilities, particularly concerning safety aspects.
- You support Top Management in the issuance of HSSE Management System standards.
- You ensure the implementation, updating, review, and auditing of the Company HSSE Systems, in line with corporate guidelines.
- You monitor the effective implementation of appropriate Safety and Environmental System procedures and ensure they are updated in line with changes in legislation and Company Directives.
- You motivate and familiarize all Company personnel with the importance of adhering to Company system procedures and using all provided Safety equipment.
- You assist the Commercial, Engineering, and Operations Departments in their dealings with Clients regarding Health and Safety at work.
- You conduct internal and external safety audits.
- You participate in accident/incident investigations.
- You analyze accident/incident statistics, identify trends, and suggest improvement plans.
- You provide technical support to Senior Management on safety-related matters.
- You conduct in-house safety training.
- You perform safety audits on Sub-contractors.
- You liaise with Clients on safety-related issues.
- You provide safety-related engineering input into new projects and modification programs.
- You participate in HAZOP meetings prior to procurement and installation activities.
- You participate in HAZID meetings prior to installation and construction activities.
- You perform Risk Assessments.
- You prepare Health and Safety documentation for new tenders.
- You provide Safety support and advice, including supervision in preparing plans and procedures for initial contract start-up activities.
Education
- Bachelor Degree in Science/Engineering or equivalent with additional professional qualifications in HSSE and Fire & Safety Management Systems
Experience
- 10 or more years of experience in Health, Safety ,Security and Environment and Fire Services in the Oil and Gas industry of which 5 years in the Offshore Hook Up and Commissioning sector.
- Previous HSSE experience in Construction site Management.
- Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Command System, Incident Investigation by using Tripod Beta Tool, HSSE Auditing Techniques, HEMP, Radiological Safety.
- Industrial Hygiene, and Gas Dispersion, Modelling, Explosion Indices and ISO 14001:2015 and ISO 45001:2018.
