ROLE PURPOSE

As a Senior Project Buyer, you are responsible for procuring materials, equipment, and services required for project execution. This role involves sourcing suppliers, negotiating contracts, and ensuring timely delivery to support project and operations timelines and budgets. You will lead and coordinate with Engineering and Project Procurement Leads under the supervision of the Procurement Project Manager and Delivery Manager.

RESPONSIBILITIES

  1. Procurement Planning:
    • Develop, implement, and lead procurement plans based on project requirements, timelines, and budgets.
    • Coordinate with relevant disciplines (e.g., Engineering, Project team, Legal & Contract) to elaborate bid packages.
  2. Supplier Sourcing:
    • Identify and evaluate potential suppliers, ensuring they meet quality, cost, and delivery requirements.
    • Ensure vendor qualification processes are performed as per company rules.
    • Issue requests for quotations, expedite, and collect offers from bidders.
  3. Contract Negotiation:
    • Negotiate terms and conditions with suppliers to secure favorable agreements while mitigating risks.
    • Set up package strategies in close coordination with the Project Procurement Lead to manage and lead commercial negotiations.
    • Conduct internal contract checkpoints to ensure contractual protections are in place and minimize risks.
  4. Purchase Orders:
    • Issue and manage purchase orders, ensuring accuracy and compliance with project specifications and company policies.
  5. Delivery Management:
    • Monitor order status and work with suppliers to expedite deliveries and resolve any delays or issues.
  6. Cost Control:
    • Ensure procurement activities align with budget constraints and identify cost-saving opportunities without compromising quality.
    • Perform financial/commercial analysis and recommend options that can drive the final decision to purchase.
  7. Vendor Relationships:
    • Build and maintain strong relationships with suppliers to foster collaboration and long-term partnerships.
    • Manage any claims with vendors and develop appropriate settlement plans.
  8. Compliance:
    • Ensure all procurement activities comply with industry regulations, company policies, and safety standards.
    • Fully document the tendering process and ensure compliance with company working procedures.
  9. Reporting:
    • Provide regular updates to project managers and stakeholders on procurement status, potential risks, and mitigation strategies.
  10. Mentoring:
    • Mentor junior buyers and support their development.

 

JOB REQUIREMENTS

Education:

  • Bachelor’s degree or Master’s degree in Supply Chain Management, Engineering, Business Administration, or a related field.

Experience:

  • Minimum of 5 years of experience on EPC projects, preferably within the energy or similar heavy industries.
  • 10+ years of experience in procurement within the oil and gas industry is highly desirable.
  • Proficiency in procurement software and Microsoft Office Suite.
  • Experience in sourcing and managing contracts for scopes with Intellectual Property is a plus.

  • Knowledge of industry regulations and compliance requirements.
  • Ability to work effectively in a fast-paced, deadline-driven environment.
  • Commercial and technical skills based on experience in multidiscipline equipment and raw material sourcing.
