RESPONSIBILITIES (=) MAIN TASKS (+) = The Material Controller is a position belonging to Supply Chain department, assigned and dedicated to a project. The main responsibilities of the Material Controller are not only to ensure strict control of any SBM incoming or outgoing material, verifying quantity, quality and integrity of all material being received or issued to construction, formalizing acceptance by the Yard material controllers but also the accuracy and completeness of the information in the SBM’s ERP database (NADIA). The main tasks can be enumerated in detail as follows:

Before materials arrived at yard: + To support yard complete e-book register by liaising with internal stakeholders to understand what the material or equipment is, before it ships out. + To prepare customs declaration elements of import material based on yard requirement, by retrieving information from ECDR (NEO), including but not limited to functions, purpose, mechanism depends on defined HS code. + To coordinate with domestic vendors & yard customs for BLP (bonded logistic park) shipment that purchased within China. + To participate kick off meeting for oversize shipments via barge to be delivered at yard’s quayside, liaise with freight forwarder, yard construction, yard warehouse, MWS(3rd party survey)for un-loading details. + Liaise with site team to monitor yard to perform customs declaration in time. + Compile material tracker to follow up inbound shipments from arrival at port until final on-site delivery date. Organize weekly meeting to keep CMHI informed of upcoming shipments.

After materials arrived at yard: + To ensure that after customs clearance of materials all shipping and delivery documentation are duly signed by yard and filed in SBM’s material control project folders. Each input in SBM’s ERP system must be supported with properly signed and endorsed document by the Yard. + To prepare and determine the storage locations before shipments arrival + To supervise the unloading of all material arriving in the yard + To attend the material inspection together with SBM superintendent and yard QC + To report and verify with accuracy all material issued by SBM and received at Yard, flagging any discrepancy and non-conformance based on SBM’ s purchase orders and expediting details retrieved from NADIA (SBM’s ERP system). + To inform relevant project team in case of Over Short or Damaged (OS&D) report issuance and follow-up closing of the OS&D process. + To coordinate as necessary with yard to align yard system terminology and material tracing method with SBM’s NADIA system. + To liaise with the fabrication Yard’s warehouse for all material in and out of warehouse + To keep the database constantly up to date and chase any missing information focusing on Material Test Certificates (MTC) which has to be uploaded in ECDR (NEO) + To liaise with the fabrication Yard’s warehouse for all deliveries and intra-site transfers of material. + To ensure project material proper storage and preservation. + To liaise with project construction team to plan and forecast material movements from yard A to yard B + To interface with the Yard’s warehouse for all deliveries and intra-site transfers of all material. + To work with Yard Material Receiving & Control Coordinator forfinal material reconciliation and project close out. + To manage the surplus material. + To manage the spare parts, commissioning spares, capitals spares where project requests.

Requirement:

  • Material control or supply chain or relevant degreeAt least 8 years relevant working experience in oil & gas project.
  • Independent, result-driven, details oriented, multiple tasks player
  • be able to work under high pressure, especially during peak season. Fluent in oral and written English.
  • Excellent Microsoft Office skills.
  • Good organizational and planning, communication skills.
