SAFETY OFFICER – GRAN MORGU
The successful incumbent is responsible for ensuring the health, safety and environmental compliance of offshore operations.
Is responsible for implementing HSSE policies, procedures and programs, ensuring compliance with applicable regulations and standards, and managing the day-to-day HSE activities on offshore facilities.
Sets exemplary standards in HSE Management, often with a proven track record on major projects and /or Offshore Operations (ideally both).
Authority: - Has the authority to monitor, implement and regulate safe work practices onboard. Delegates to competent personnel for certain tasks as appropriate.
Immediate Subordinates: - Assistant Safety Officer, Visitors, Vendors.
ROLE RESPONSIBILITES
- Contribute to the Maintenance of Health, Safety and Management Systems
- Implement HSE policies, procedures and programs for offshore operations to monitor, maintain and achieve a safe and healthy work environment.
- Ensure compliance with applicable regulations and standards, including but not limited to, environmental regulations, occupational health and safety and process safety requirements.
- Prepare and update Unit HSE plans.
- Conduct regular safety meetings, HSE audits and inspections to ensure compliance with the plans.
- Prepare reports and analyze trends related to HSE performance.
- Maintaining and up-to-date HSE databases and records.
- Contribute to the Maintenance and Development of a Health and Safe Working Environment Promoting the Company Safety
Culture
- Carry out inspections effectively and accurately obtaining and recording results accurately
- Identify, prioritize and act upon potential or real hazards or deviations from requirements discovered.
- Maintain effective working relationships with external and internal inspection / audit teams and cooperate as required.
- Ensure staff & contractors understand their roles and responsibilities. Assisting in development of HSE knowledge and skills assessment for core-crew.
- Facilitate access of inspection / audit teams to appropriate information.
- Support awareness of the latest HSE trends and best practices, including conducting HSE training and awareness programs for offshore personnel, contractors and visitors.
- Ensure quality and adhere to the Company PTW system for employees and Contractors. Ensure that appropriate risk assessment and verifications are applied to minimize risk to personnel, assets and the environment.
- Provide administration and oversight of the onboard Observation Program and Incident Reporting, to include timely, effective reporting and investigation of all incidents.
- Promote an effective risk-based safety culture, with a focus on Health, Safety, Well-being and Sustainability.
Contribute to the Reporting, Investigation and Follow-up of Incidents
- Effectively report details of incidents and near misses.
- Effectively investigate or contribute to investigations of workplace incidents or near misses.
- Write clear and unambiguous reports with suitable recommendations forwarding them to the correct persons.
Admin Duties
- Inform new arrivals to the Marine Unit of O&M Contractor procedures, the latest guidelines and relevant COPs.
- Induct new personnel with ‘New Start Worker’ procedure.
- Provide training plans and support for Emergency Response personnel as required.
- Ensure all Management System training material is on board and accessible to candidates.
- Provide training and assessment as required in Safety and Management System issues using appropriate and effective techniques,equipment and materials.
- Maintain records of all safety training carried out on board and pass current summary listing to Operations Office and Monaco.
- Ensure personnel receive Heli-briefing prior to departure from the Marine Unit.
- Control access to and from the Helideck and the Marine Unit by implementing rigorous security identity checks and assisting with baggage searches.
- Ensure POB is accurate and current.
Monitor and Maintain Pollution Control Measures
- Unplanned discharges to the environment are identified, halted where possible, and reported according to policy, procedure and regulation.
- Relevant PPE is used to deal with unplanned discharges using the Company procedures.
- Equipment, waste or other materials for disposal are dealt with according to the correct procedure.
- Environmental protection and pollution control are enforced effectively with colleagues, subordinates and subcontractors.
Emergency Response
1. Carry Out Emergency Response role (See Station Bill).
2. Demonstrate competence in Emergency Response drills and exercises.
3. Contribute to exercise design. Ensure exercises are recorded with appropriate de-brief and analysis
JOB REQUIREMENTS
- Bachelor's degree in engineering, environmental science, occupational health and safety or a related field.
- Minimum of 10 years of experience in HSE management in the offshore oil and gas industry.
- Experience with international HSE regulations and standards, including ISO 14001 and OHSAS 18001 / 45001.
- Experience in servicing / maintaining Fire Fighting Equipment (FFE) and Lifesaving Appliances (LSA).
- Experience of helicopter operations.
- Experience of control and monitoring of all hazardous maintenance activities including hot work and confined space entry.
- NEBOSH International General Certificate in Occupational Health and Safety or regional equivalent.
- Offshore Emergency Response training may be expected for role (Helideck Landing Officer, Fire-Team / Advanced
- Firefighting, Coxswain)
- Offshore Personal Survival.
- Proficiency in English at a minimum of B2 level according to the CEFR international standard.
- Medically fit according to the Company GEMS ‘Health Requirements to Work Offshore’ Instruction
