Regional HSSE Manager

 

As Regional HSSE Manager, you will be based in Porto, reporting to the Operations HSSE & Sustainability Director.

 

Roles & Responsibilities:

  • As Regional HSSE Manager you are accountable for ensuring prevention and mitigation of risks to our personnel, assets, the environment and our Company reputation, and compliance with all standards, rules and other requirements imposed by Company, Regulators, Clients and other relevant Stakeholders in the region(s) you have been assigned
  • You are accountable to meet the objectives and improving primarily the HSSE performance of your region(s) in line with Company strategy
  • You are also accountable to support Quality Regulatory, Environmental and Process Safety activities and objectives in your region(s). Governance for these disciplines’ activities and objectives comes from Global function heads
  • You are accountable for planning the resources and activities in order to provide effective HSSE- Q&R, PSM and Sustainability support to the Company operations in your region(s)
  • You actively drive the consistent implementation of the management system across your region(s)
  • You are the HSSE focal point and support your HSSE country Managers in representing the Company towards external stakeholders (Client, Authorities and Contractors)
  • You are responsible for promoting and embedding strong HSSE leadership, positive behavior and culture across your region.
  • You provide governance to the country HSSE Managers and Leads for them to manage their department employees and ensure they have the right level of competencies to deliver the work results in time and within budget. You oversee resource allocation, employee development and talent development in your discipline and region(s).

 

Your basic responsibilities include the following:

  • Ensure risk prevention/mitigation and ensure compliance with all standards, rules and other requirements:
  • Develop and maintain discipline-specific objectives and plans, based on the Global function strategy and location/scope-specific requirements
  • Cascade those to internal stakeholders across assigned location/scope
  • Monitor effective performance against pre-defined KPIs
  • Support the Governance relationships with authorities, regulators and related third parties for the given area of responsibility
  • Review and endorse key discipline reports/deliverables
  • Drive the consistent implementation of the management system across your region (Ensure appropriate management of changes and/or deviations)
  • Develop verification/survey/audit plan and ensure timely implementation and close-out of related actions in your region(s)
  • Contribute to continuous improvements of the systems and tools, through feedback and lessons learnt in the discipline community and with Process Owners
  • Contribute to the Company Major Incident Prevention, raising Process Safety awareness across your region(s) personnel
  • Involve and manage (sub)contractors to fulfil role requirements
  • Drive systemic improvements of the (sub)contractors management systems and align these with the Company
  • Ensure your region(s) Unit’s safety cases are delivered and maintained, in compliance with the Client and Company’s requirements, codes and regulations throughout the life-cycle of the facilities
  • Manage the relationships with ISOS/Control Risks, in order to provide medical and security support to employees on assignment or business travel
  • Ensure incident investigations are adequately performed and where investigation requires higher level of independence, lead these investigations
  • Play an active role in the Emergency Response organization and ensure your region(s) are up-to date and aligned with the global organization
  • Ideate, propose and drive the execution of Initiatives designed to improve the Safety of the Operations

 

Embed a strong leadership and culture and develop workforce:

  • Translate objectives related to leadership and culture into concrete activities at regional operations level
  • Actively contribute to the development of your discipline related training programmes and communication campaigns and drive and monitor their implementation
  • Continually maintain an appropriate level of awareness, knowledge and preparedness
  • Support the PSM Champion of your region(s) in raising the Process safety awareness to promote Major Incident Prevention and Sustainability
  • Monitor quality and effectiveness of contractors related discipline training programs
  • Develop employees and manage talent in your discipline
  • Ensure that your region’s employees have the right level of competencies to enable both current and future business priorities and needs
  • Provide regular feedback, ensure performance issues are addressed and partner with HR to install and promote a motivating working environment
  • Ensure the regional teams have sufficient growth opportunities and proper development in relevant areas that are aligned with both current and future business needs
  • Promote talent growth by ensuring talents have exposure and opportunities when applicable
  • Ensure individual/team development budget is properly allocated to maximize talent development for current/future business needs
  • Coach employees, and follow-up on the development action plans and engage in effective retention efforts

 

Ensure Company gears for the future in a sustainable and cost-effective manner in your region(s) by developing strategic partnerships in the countries

  • Ensure or develop and maintain partnerships and relationships with local suppliers (vendors)
  • Ensure or conduct regional HSSE (Q&R as applicable) capability assessments for major local suppliers and contractors
  • Organize or conduct pre-qualification and qualification audits for local suppliers and vendors to ensure they comply with the Company’s standards and client’s requirements
  • Provide governance to local HSSE-Q&R & Sustainability teams to support local vendors in preparation for audits or close-out of corrective actions

 

Job Requirements:

Education:

  • Engineering degree or master’s degree in health, Safety and Environment Management (preferred), or Master's Degree in Engineering with experience in Health, Safety and Environment Management (5 years minimum) or Business school with EPCI experience could be an option, providing experience in Health, Safety and Environment Management (10 years minimum)

 

Certification (the following is not mandatory but is advantageous):

  • NEBOSH Certificate or equivalent
  • Management System Lead Auditor (OHSAS 18001/ISO 14001)
  • Knowledge of the International Sustainability Rating System and TapRooT® Incident Analysis

 

Experience & Skills

  • Significant experience in the Oil and Gas industry (8-10 years minimum) Previous experience as Project HSSE Manager
  • Strong technical/site experience or HSSE management experience
  • Good knowledge and skills for Emergency Response and Incident Management Ability to work effectively in diverse cultures and regions
  • Global mindset, pro-active, problem-solving paired with clear hands-on mentality Excellent interpersonal skills, ability to interface with multi-disciples and resolve issues
