RESPONSIBILITIES & MAIN TASKS

The Operations HSSE (Health, Safety, Security, and Environment) Engineer (Governance) - Vendors will focus on ensuring that all vendors and contractors comply with the organization's HSSE policies, standards, and regulatory requirements. This role involves developing governance frameworks, conducting audits of vendor activities, and collaborating with internal and external stakeholders to maintain high standards of HSSE performance throughout the supply chain.


Leadership and Culture:

• Drive leadership & culture improvement in Region 2 by supporting Regional HSSE manager in development and delivery for the Vendors/Contractors;

• Share best practices; develop initiatives to learn from other unit operations – in particular from Brazilian units;
• Promote and develop SBM Safety Culture within the region focusing in the Vendors;
• Communicate comprehensive HSSE policies and ensure vendors are aware of and adhere to these policies;
• Define roles and responsibilities within the organization and for vendors.


HSSE Campaigns & programs:

• Foster an organizational culture that prioritizes safety;
• Encourage safe behaviors and practices among vendors;
• Support the deployment of HSSE programs and initiatives within the region in alignment with onshore HSSE engineers (where applicable);
• Develop and deliver regional stand-downs with offshore and onshore leadership teams as appropriate within the Vendors.


HSSE performance monitoring:

• Establish clear, measurable HSSE performance metrics;
• Communicate these expectations to vendors and regularly review performance;
• Schedule regular meetings with vendors to discuss HSSE performance and improvements;
• Maintain open channels of communication for feedback and concerns;
• Conduct regular audits and inspections to ensure compliance;
• Use performance data to identify areas for improvement and take corrective actions;
• Create an environment where vendors feel safe to report incidents and near-misses;
• Promote transparency in incident reporting and resolution;
• Promote a mindset of continuous improvement in HSSE practices;
• Encourage vendors to innovate and improve their HSSE processes;
• Conduct regular performance reviews with vendors;
• Provide constructive feedback and support for continuous improvement


HSSE Support to Operations:

• Act as Project HSSE Engineer for major offshore projects (e.g. shutdowns, brownfield projects) in close coordination with local HSSE teams – preparation of HSSE plan, resourcing of project safety officers, etc;
• Ensure appropriate management of changes and/or deviation;
• Management of Incidents – Preventive and Corrective Actions;
• Investigation Incidents Quality Gaps – KPIS Results and Concepts Assessment and Review;
• VQR – Vendor Qualification Register Assessment;
• Vendors Index Monitoring;
• Vendors Annual audits and action plan monitoring;
• Document Control – Bridging Document, HSSE Plan;
• Vendors Incident investigation focal Point Assurance activities;
• Participate or lead internal or client audits as required (OIA, ISM DOC, ISM SMC, etc);
• Monitor audit findings and tracking closure;
• Monitor execution of audits within the region;
• Support Region 2 pre-qualification and qualification audits for local vendors.


JOB REQUIREMENTS

Specific skills / expertise / product:

• Bachelor’s degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field;
• Professional certification in HSSE management (e.g., NEBOSH, IOSH, CSP) is highly desirable;
• Minimum of 5 years of experience in HSSE roles, preferably within the oil and gas, chemical, or manufacturing industries;
• Strong knowledge of HSSE regulations, standards, and best practices, particularly in vendor and contractor management;
• Proven experience in developing and implementing HSSE governance frameworks for vendors;
• Excellent analytical, problem-solving, and decision-making skills;
• Effective communication and interpersonal skills;
• Ability to lead and influence cross-functional teams and vendors;
• Proficiency in HSSE management systems and software tools.
