ROLE PURPOSE

As Operations Technical Authority – Technical Safety, Region 2, you are responsible for supporting the unit operations with technical input to the prevention and mitigation of Major Accident Events which represent a major risk to personnel, assets, the environment, and our Company reputation. Your main role is to act as the Technical Safety focal point for the offshore and onshore teams working in your Region. In addition to owning the SECE assigned to your discipline for the region, you provide risk input and guidance to the other Operational Technical Authorities in your region. You play a key role in promoting and embedding technical Integrity, strong process safety leadership, and positive behaviour and culture amongst the operations Team.

ROLE CONTRIBUTION

In your role of Operations Technical Authority - Technical Safety your main responsibilities are:

  • Set, maintain, and assure the Performance Standard for SECE’s within your discipline;
  • Monitor competence and compliance through periodic inspection of operating units and contractors against your performance standards;
  • Own and maintain Formal Safety Assessments which support the case for safe operations;
  • Make decisions relating to the ongoing suitability of SECE’s within your discipline;
  • Support the team in Operational Risk Assessments to assess the cumulative risk of hazardous scenarios on units in your Region;
  • Support regional management by providing technical input to significant risks within their portfolio;
  • Monitor the status of MoC’s and Process Safety Critical Information on the Units. Provide forward planning to the Regional Process Safety Manager of upcoming milestones requiring assistance from internal or external resources. Facilitate the input of resources to studies as required;
  • Where more technical analysis is required, support the regional team in developing ToR’s and assessing consultants in the delivery of Formal Safety Assessments;
  • Support other OTA’s in providing guidance interpreting the outcomes of Formal Safety Assessments on their units;
  • Support the team in monitoring Process Safety Performance and reporting progress through the Regional and Operations Management Teams;
  • In consultation with the Regional Process Safety Manager and Regional Management Team, define objectives for Process Safety Management for the units;
  • Assist the Unit Manager with planning of Safety Case Reviews and Safety Case Revisions to be carried out via the Operations Safety Case and Process Safety Leads. This includes supporting the implementation of key risk studies like HAZID, HAZOP, QRA and Bow Ties that will be facilitated by others;
  • Provide training and awareness in technical process safety processes and studies such as Barrier Based Risk Management and Dispersion Analysis;
  • Perform Process Safety audits as required to verify effectiveness of barriers;
  • Provide technical input, support and/or lead as required Tier 1 and Tier 2 Process Safety Events investigations;
  • Share best Process Safety practices; develop initiatives to learn from other unit operations and from Operations Headquarters;
  • Act as the Technical interface for process safety with the OTA2 and Group Technical organisations;
  • Promote and develop the Process Safety Culture on your unit for instance by cascading the PSM campaigns or delivering specific Process Safety awareness sessions;
  • Actively contribute to the deployment of Process Safety training programs and communication campaigns.

In addition to the role above, you might also be asked to support the Region or the department with the following activities:

  • Deputise for the Regional Process Safety Manager and the OTA2;
  • Technical Safety when required;
  • Provide support to Unit HSSE Manager, Unit Facilities Engineer as required;
  • Attend as required client HSSE/Process Safety audits (OIA) carried out on board and at the Shore Base;
  • Attend as required internal ISM/OHSAS18001/ISO14001 audits carried out on board and at the Shore Base.

EDUCATION, EXPERIENCE AND SKILLS

Education:

  • Engineering or similar Degree in Process Safety, Chemical, Environmental or Technical Safety or a strong technical/operational experience, with relevant Process Safety qualifications.


Experience and Qualifications:

  • At least 10 years’ experience in the Oil and Gas / FPSO Operations;
  • Strong technical/site experience or Process Safety Management experience;
  • Valid offshore medical certificate, BOSIET/HUET required for the position;
  • Knowledge TapRooT® Incident Analysis, Phast and BowTie XP.
