This Position
• Reports to: Region Shutdown Manager and functionally to Units Managers for Project Shutdown activities.
• Supervision of: No direct reports.

• Liaises: Internally with all SBM entities (ECs and SBM Operations Departments), Shore Bases, FPSO crew members. Externally with Subcontractors, Construction yards, 3rd Parties as local and international Authorities.

= Ensures Shutdown activities preparation and follow up within SBM Operations – Assets Integrity group.

The SD Engineer is responsible of the coordination and the planning of all SD activities. He also manages the adequate resources, support services and material. He is in charge of ensuring compliance with the Corporate and Environmental management systems, Company policies/procedures and the Operational Safety Case.
The SD Engineer is involved in each SD project phases: pre-work phase, initiation, execution, reporting / close out.
Regularly on site (onshore/ offshore) upon SD projects requirement, he has the role of focal point and so interfacing with the Units Representatives, Regional Centers Teams, Partner, Suppliers and all relevant SD stakeholders. He is reporting directly to the Region SD Manager.

At Initiation / Scheduling / Preparation phase :
+ Receive SD requests / activities from Unit Representatives, additional requests from Regional Center, and collect the requests from various tools (Amos, SRS, …). Check compliancy requests with HSE, Safety, Class and Coastal State rules in order to freeze the Shutdown scope with the concerned Unit Manager / OIM / Tech. Superintendent.
+ Conduct review with SD Planning Engineer to evaluate the possibility to integrate additional and extra activities into the current planning minimizing downtime.
+ Conduct regular meeting / workshop to build up Level 1 SD schedule preparation by providing SD SOW (CTR), defining date for shutdown identifying operational constraints as inputs from regional centers (minimize downtimes; coordinate Shutdowns required from different projects, etc…).
+ Prepare PEP, define project team and organization in conjunction with SD Planner and Material & Logistic Coordinator; prepare ball park estimate for Fleet SD Manager review and for UOM approval.
+ Estimate time, man-hour resources and cost for every item liaising with SBM Operations departments (or with Regional Center for additional activities) to define relative costs estimations for Budget Management sheet (BMS) preparation.
+ Refine SOW, define list of tasks (material, resources, …), categorize every SD list item on a risk based approach, identifying SIMOPS and opportunities to minimize risks and downtime.
+ Engage with SD stakeholders and initiate regular progress meetings and reports.
+ Input all items data into the Level 2 overall schedule and prepare SD work packs, job cards and identify surrounding activity needed (Cleaning, scaffolding, rope access, NDT, ...).
+ Liaise with Materials and Logistics Coordinator to expedites SD related POs, launch fabrication and engage PKE / PKM for critical items follow-up.
+ Maintain action tracking system with optimum flow of SD information to all parties concerned.
+ Liaise with Project Control Engineer for budget forecast preparation and approval (including Engineering Center estimate of hours and schedule if needed).
+ Liaise with Asset Integrity Discipline Engineers and Offshore team to prepare isolation plan (Electrical and Process).
+ Liaise with HSSE Department for preparation of SD HSSE plan.
+ Liaise with Materials and Logistics Coordinator to ensure vendor document approval and material labelling + storage location.

At Project Execution phase :
+ Get approval of Shutdown PEP, Resources plan, Shutdown schedule.
+ Manage the mobilization of PMT and workforce on board (POB) and at Shore base.
+ Expedite the issuance of Permit To Work, Task Risk Assessment, isolation permits, ...
+ Liaise with OIM to shutdown the Unit.
+ Manage scope changes and treat urgent requests linked to extra and additional works during SD execution phase.
+ Ensure actions and deliverables answer Shutdown scope (quality, cost and schedule) and control progress and report on daily basis (Detailed back-up plan for critical operations).
+ Liaise with OIM to perform pre-start tests and restart the asset.

At Reporting phase / Close out:
+ In relation with Project Control Engineer, monitor expenditures to ensure it remains within the approved budget.
+ Review and validate suppliers invoices + participate to Contractors Supply Chain performance rating.
+ Issue the post mortem report including final dash board, as-built schedule, financial result and lessons learnt.
+ Communicate the final report to Client, partners, 3nd parties.
+ Ensure as-built update in AMOS, SRS, ... dealing with the relevant Asset integrity Discipline Engineers.
+ Ensure as-built of key documentation is performed by Engineering Regional Center if required.
+ Prepare the list of activities required for the next SD.
+ Identify areas of improvement and good practices.

Depending on the size and the type of the project also participate to:
- BMS, NBV, PBV and client offers preparation.
- Organize and attend to project meetings (KOM, engineering progress, discipline design reviews, HAZOP, progress with client …).
- FAT / SAT as witness for critical equipment if required.
- Review of RFQ/PR to suppliers (hardware) including relevant e-CDR codes when procurement done by the shore base and/or Supply chain buyers.
- Organize offshore visits.

JOB REQUIREMENTS
- Minimum 3 years’ experience within the Offshore industry. A recognized engineering degree or satisfactory relevant experience obtained as EPC Project Engineer.
- Familiarized with working procedure, regulatory compliance and offshore constraints.
- Enthusiastic person.
- Fluent in spoken and written English.
- Able to travel abroad and offshore on short or long duration basis as required.
