You are responsible for implementing quality assurance measures within your project at yard to ensure compliance with all standards, rules, and requirements established by the Company, Regulators, Clients, and other relevant stakeholders.
Within the project organization, you report to the Project Quality Manager / MPF Program Quality Manager and provide primary support for quality management within the project at yard. You assist the Project Quality Manager / MPF Program Quality Manager in liaising with the Project Team, Clients, contractors, and vendors concerning the yard scope. Your role is instrumental in promoting and fostering strong quality leadership, positive behaviors, and a culture of quality excellence among the project stakeholders at the yard. You assist in leading yard quality-related activities and ensure that quality standards are maintained throughout project execution at the yard.
Outside the project organisation, you report to the Global Quality Manager and are accountable for supporting departmental key activities, including participation in company-wide improvement initiatives.
Responsibilities / Key Tasks
- Support the development, implementation, and management of the Project Quality Plan and associated processes at the yard, including Project Critical Assessment, Project Audit Plan, Non-Conformance Management, Site Quality Surveillance, Quality Incident Investigation, Project Life Gate, and Lessons Learned throughout the project execution.
- In absent of Project Quality Manager / MPF Program Quality Manager, serve as a key point of contact for liaising with clients on quality-related matters within the project at the yard, ensuring effective communication and alignment with project objectives.
- Proactively engage with the Project Management Team (PMT), as well as interface with other disciplines, Fabrication Yard/Subcontractors, and Vendors to ensure that quality matters are effectively managed in accordance with project standards and requirements.
- Assist in defining and implementing Project Quality Key Performance Indicators (KPIs), conducting thorough analysis, generating performance reports, and initiating improvement actions in collaboration with the PMT.
- Facilitate quality induction and awareness sessions on Project quality requirements, including Quality Rules, for all relevant stakeholders, including Vendors and Subcontractors, during Kick-Off meetings or other dedicated sessions.
- Actively promote a strong quality culture at the yard by implementing best practices and driving continuous improvements in quality standards and systems.
- Oversee and manage the resolution of quality notifications and escalations within the project, ensuring adherence to established processes.
- Ensure non-conformances are addressed following NCR processes, including conducting root cause analysis (RCA) and implementing corrective actions to resolve underlying issues.
- Track and manage lessons learned within the Quality scope, ensuring alignment with Learning from Performance and Learning from Experience processes.
- Coordinate multidisciplinary project criticality assessment reviews, ensuring they adhere to the established assessment process.
- Support in initiating and coordinating the preparation of the project life cycle review plan, organizing formal gate review meetings, and recording and distributing outcomes.
- Take an active role in leading and conducting internal and external verifications, surveys, and audits. Ensure that identified corrective actions are effectively implemented.
- Contribute to the qualification and/or selection of vendors/sub-contractors based on quality considerations.
- Provide feedback and lessons learned to contribute to the continuous improvement of systems and tools within the discipline community and Process Owners.
- Review all applicable quality-related documents submitted by Fabrication Yard/Subcontractors and Vendors, including final documentation.
- Support in driving the performance of quality resources within the project quality organization, ensuring clear responsibilities and effective prioritization.
- When required, participate in quality incident investigations or be part of the incident team, assisting in resolving incidents promptly and effectively.
Measures of Effectiveness
- Deliverables Completion Rate: Track the on-time delivery of required inputs, documentation, planned activities, and reports.
- Action Closure Rate: Monitor the timeliness of closing flash & alert, NCR, verification, surveillance, audit, lessons learned, life cycle gate and incident findings
- Quality Records: Maintain quality records that provide objective evidence of compliance with procedures and specifications.
- Level of Quality Awareness: Ensure project stakeholders complete the Project Quality induction and understand the Quality Requirements and Contractor’s Rules through inductions, kickoff meetings, and regular awareness sessions.
- Engagement and Feedback: level of stakeholders’ satisfaction with quality deliverables and engagement through regular surveys and feedback
- Criticality Assessment: Robust Project Criticality Assessments to determine appropriate criticality ratings and inspection levels based on identified risks.
- Procedure Compliance: Manufacturing and fabrication activities are performed according to approved procedures and specifications.
- Inspection and Surveillance: Inspection and surveillance in QCPs/ITPs aligns with criticality requirements, considering relevant factors.
- Competence Assurance: Tasks are carried out by qualified and competent personnel in accordance with specified requirements.
- Non-conformance Management: Repetitive non-conformance issues are addressed accordingly for improvement
- Quality Assurance Processes: Monitor the implementation of key Quality Assurance processes, using appropriate tools to track outcomes and drive improvements.
- Quality Metrics: Establish and report key quality metrics in a timely manner with clear resolutions for improvement.
- Lessons Learned Management: current process used in managing learnings throughput project life cycle, registered in timely manner and completed as planned
QUALIFICATION REQUIREMENTS
Education Background
- Bachelor's or Master's degree in engineering, science, or a related quality discipline, with a focus on quality management or relevant field.
- Certified ISO 9001 Lead Auditor or equivalent standard, demonstrating proficiency in auditing quality management systems.
Experience
- A minimum of 10 years of experience in the Oil and Gas industry including at least 5 years experience in fabrication yard environments.
- Well-versed in Quality Management Systems such as ISO 9000, ISO/TS 29001, and ISO/IEC 80079-34, with a solid understanding of relevant processes and interfaces. Demonstrates a comprehensive understanding of quality management principles, methodologies, and best practices, including quality assurance techniques applicable to large-scale construction and fabrication projects.
- Strong knowledge in welding, coating, Non-Destructive Testing (NDT), preservation, and Ex (explosive atmospheres). Relevant certifications are an added advantage
- Solid understanding and experience with quality investigation tools and methodologies, including root cause analysis, failure mode and effects analysis (FMEA), and corrective action/preventive action (CAPA)

Demonstrated ability in technical writing to produce detailed audit reports and quality documentation.
