Project Quality Engineer - Rotterdam (S)

Purpose
- You are responsible for implementing quality assurance measures within your project to ensure compliance with all standards, rules, and requirements established by the Company, Regulators, Clients, and other relevant stakeholders.
- Within the project organization you serve as the focal point for quality management within the project, as well as to the Client, contractors, and vendors. You play a key role in promoting and embedding strong quality leadership, positive behaviors, and a culture of quality excellence among your project team. You lead quality-related activities to provide effective support to the project, ensuring that quality standards are upheld throughout the project lifecycle.
- Outside the project organisation, you are accountable for supporting departmental key activities, including participation in company-wide improvement initiatives.
Responsibilities
- You prepare Cost, Time, Resource and manning plans for quality resources during Pre-FEED/FEED stages.
- You develop and implement the Project Quality Plan to meet company and customer requirements, outlining objectives, processes, and responsibilities, with regular reviews and updates.
- You serve as the main point of contact for client liaison on quality matters.
- You actively engage with internal and external stakeholders on quality-related issues.
- You define and implement Quality KPIs to monitor performance and drive improvements.
- You ensure quality induction and awareness sessions are conducted for internal and external stakeholders.
- You foster a quality culture by promoting best practices, continuous improvements, and sharing feedback and lessons learned to enhance systems and tools.
- You ensure timely coordination and resolution of quality notifications, with root cause analysis and corrective actions addressing issues.
- You ensure the execution of the lessons learned process, monitoring and managing lessons learned within the quality scope.
- You coordinate multidisciplinary project criticality assessments.
- You coordinate the project lifecycle review plan, facilitate gate review preparation, document and share outcomes and archive records.
- You ensure the issuance of a comprehensive audit plan, with audits conducted and corrective actions addressing the root cause.
- You contribute to the vendor/subcontractor qualification process.
- You ensure quality-related documents from subcontractors and vendors are satisfactorily reviewed by quality representatives.
- You drive the performance of quality resources, ensuring clear responsibilities and priorities.
- You participate in leading quality investigations or as part of the incident team.
- You ensure the development and management of the Site QA Surveillance Plan and schedule, overseeing surveillance activities and the timely closure of findings.
- You ensure timely issuance of quality reporting.
Education
- Bachelor's or Master's degree in engineering, science, or a related quality discipline, with a focus on quality management or relevant field.
- Certified ISO 9001 Lead Auditor or equivalent standard, demonstrating proficiency in auditing quality management systems.
Experience
- 10-15 years of experience in the Oil and Gas industry, including 7+ years in a senior managerial role. Strong project management experience with expertise in engineering, lifecycle, assurance, and construction processes, including fabrication and special processes.
- Expertise in Quality Management Systems (e.g., ISO), with in-depth knowledge of quality management principles, methodologies, and best practices, including quality assurance techniques.
- Proficient in quality investigation tools and methodologies, including non-conformance investigations, root cause analysis, FMEA, and CAPA.
- Strong knowledge of welding, coating, NDT, preservation, and explosive atmospheres (Ex). Relevant certifications are a plus.
