Purpose

  • Within the project organization, you report to the Project Director and oversee all aspects of quality 
    management, acting as the primary liaison for quality-related matters with internal and external stakeholders.
    You are accountable for the overall quality performance of the project, ensuring that all deliverables meet the 
    required standards, specifications, and client expectations. This involves developing, implementing, and 
    maintaining the project quality management system, which encompasses quality planning, assurance, and 
    control throughout the project lifecycle, as well as activities related to continuous improvement.
    You play a key role in promoting strong quality leadership, actively nurturing a quality-focused culture, and 
    fostering a culture of quality excellence within your project team through ongoing efforts and engagement. 
    Outside project organisation, you report to the Global Quality Manager and are accountable for supporting 
    departmental key activities, including participation in company-wide improvement initiatives.

Responsibilities

  • You prepare Cost, Time, Resource (CTR) and manning plans for quality resources during proposal stages.
  • You provide quality assurance support during the pre-sales/proposal stage.
  • You serve as the focal point for overall quality management within the project, including being the primary contact for quality-related topics with internal and external stakeholders.
  • You participate in client/GTS requirements reviews, ensuring all quality standards and specifications are clearly understood and documented, and collaborate with clients to clarify ambiguities and confirm mutual understanding of quality expectations.
  • You ensure the development and implementation of quality plans to meet company and customer requirements, outlining quality planning, assurance, control, and improvement measures throughout the project lifecycle. This includes project quality plans, audit plans, surveillance plans, ITPs, etc.
  • You define and implement Project Quality Key Performance Indicators (KPIs) to monitor quality performance and drive improvements.
  • You oversee quality assurance and control processes, lead the QA/QC team to ensure everyone understands and performs their roles effectively, and drive performance by setting clear responsibilities and priorities.
  • You actively engage in risk identification and mitigation, proactively address potential quality issues, serve as the second line of defense during risk reviews, enforce measures to meet quality standards, and implement dynamic risk-based audits when required.
  • You drive the implementation of improvement and learning processes by ensuring timely resolution of quality issues, addressing root causes with effective corrective actions, implementing quality flashes and alerts to prevent recurring issues, and ensuring lessons learned are monitored, integrated into project practices, and used to proactively mitigate risks within the quality scope.
  • You ensure all quality-related information is communicated clearly and effectively, including sharing progress updates, addressing quality concerns, and providing feedback.
  • You identify and understand the needs and expectations of all stakeholders, keep them informed and engaged through regular updates, meetings, and reports, and facilitate collaboration among team members.
  • You foster a strong quality culture through effective engagement sessions, including awareness programs, training, communication of quality plans and requirements, and regular meetings and discussions.

Education

  • Bachelor's or Master's degree in engineering, science, or a related quality discipline, with a focus on quality management or relevant field.
    Certified ISO 9001 Lead Auditor or equivalent standard, demonstrating proficiency in auditing quality management systems.

Experience

  • 10-15 years of experience in the Oil and Gas industry, including  5+ years in a senior managerial role.
    Strong project management experience with expertise in engineering, lifecycle, assurance, and construction processes, including fabrication and special processes.
    Expertise in Quality Management Systems (e.g., ISO), with in-depth knowledge of quality management principles, methodologies, and best practices, including quality assurance techniques.
    Proficient in quality investigation tools and methodologies are optional but beneficial.
    Strong knowledge of welding, coating, NDT, preservation, and explosive atmospheres (Ex).
    Relevant certifications are a plus.
